If you're a licensed Emergency Medical Responder (EMR) or First Responder (FR) in British Columbia, there's an important regulatory update you need to be aware of.

The Emergency Medical Assistants Licensing Board (EMALB) has officially incorporated the 2022 scope of practice expansion into the Emergency Medical Assistants (EMA) Regulation. This means completing the required Board-recognized Scope Update training is no longer optional—it's now a condition of maintaining your BC EMA licence.

Here's what you need to know and how Provincial Fire & Safety can help you stay compliant.

What Is the BC Scope Update?

In 2022, British Columbia expanded the scope of practice for licensed Emergency Medical Assistants (EMAs), including First Responders (FRs) and Emergency Medical Responders (EMRs).

These changes introduced new patient care skills and treatments designed to improve pre-hospital emergency care across the province.

As of the latest amendment to the EMA Regulation (Section 8.1), completing the required Board-recognized training has become mandatory for all applicable licence holders.

Who Needs to Complete the Scope Update?

The update applies to all licensed BC EMAs beginning at the EMR level and above, including:

  • First Responders (where applicable through employer requirements)
  • Emergency Medical Responders (EMRs)
  • Primary Care Paramedics (PCPs)
  • Advanced Care Paramedics (ACPs)
  • Critical Care Paramedics (CCPs)

Even if:

  • You work in industry instead of BCEHS
  • You live outside British Columbia
  • You're retired but still maintain an active BC licence
  • You don't currently use the expanded skills in your workplace

You must complete the required training if you wish to keep your BC EMA licence in good standing.

What Is the Deadline?

September 23, 2027

This is the final deadline established by the Province of British Columbia.

The Ministry extended the original implementation timeline to allow more training providers outside BCEHS to offer approved courses. According to the EMALB, no further deadline extensions are expected.

What Happens If You Miss the Deadline?

Beginning September 24, 2027, EMAs who have not completed the required Board-recognized Scope Update training may be referred to the Emergency Medical Assistants Licensing Board for failing to meet a condition of their licence.

This could result in:

  • A formal Board hearing
  • A review of your licence status
  • Possible disciplinary action under the Emergency Health Services Act

If extenuating circumstances prevented completion, you'll have the opportunity to provide a written explanation, but completing the training before the deadline is strongly recommended.

Why Complete Your Training Now?

Although the deadline may seem far away, waiting until the last minute isn't recommended.

Completing your Scope Update early means:

  • Staying compliant with provincial regulations
  • Keeping your licence in good standing
  • Avoiding last-minute course shortages
  • Ensuring you're prepared to provide the most current patient care
  • Meeting employer requirements if they require updated skills before 2027

Many employers may require staff to complete the update well before the provincial deadline.

What Does the Training Cover?

The Scope Update provides education on the expanded Schedule 1 services introduced under the EMA Regulation.

Depending on your licence level, training may include new assessment techniques, patient care procedures, medication administration updates, and other expanded clinical skills approved by the Emergency Medical Assistants Licensing Board.

Each licence category must be trained in all applicable Schedule 1 services for their licence level, including the services from lower licence categories.

How Do I Report My Completion?

If you complete training through BCEHS, your records are generally updated automatically.

If you complete your training through a private Board-recognized training provider like Provincial Fire & Safety, your completion certificate or course roster must be submitted to the Emergency Medical Assistants Licensing Branch. Your training provider will advise whether they submit this on your behalf or whether you need to send your certificate directly.
